Sim cards in Japan

All cameras in Japan are required to make a noise when you activate them. This includes smart phones. This seems to be an attempt to address the problem of voyeurism in Japan (a woman wants to know when there’s a camera pointed up her skirt). My Galaxy S5 was purchased online from the U.K. and turning off the camera sound is as simple as turning off the sound on the phone. I usually have the sound turned down and rely on the vibration of the phone to alert me to incoming messages. So I’ve gotten used to using the camera and not hearing any sound when pressing the “shutter.” So the other day when I when I saw a beautiful brick building in Ginza, I took out my phone and snapped a quick picture and was surprised to hear the camera sound. I checked the volume level of the phone and realized that I had turned it up. But after setting the phone on mute, the camera sound did not go away. I’ve had the phone for months and have never had this problem before so I was confused at first. Then I realized I had just purchased a sim card in Japan a few days ago. I didn’t even know the ability to toggle that behavior was available on the sim card.
